STRATEGIC OUTCOME:
This agreement supports a Safe and Prosperous community by promoting business attraction, retention, expansion, workforce development, and job creation. And it advances the Connected and Engaged outcome through regional partnerships that strengthen economic opportunities and collaboration.
REPORT:
The Greater Yuma Economic Development Corporation (GYEDC) serves as the regional economic development organization for Yuma County and works to attract new investment, support existing businesses, strengthen workforce partnerships, and promote long-term economic prosperity. The City has partnered with GYEDC for many years to advance regional economic development initiatives that support business growth, job creation, and investment in the Yuma community.
As part of the Fiscal Year 2026-2027 budget, the City Council approved $232,000 to support GYEDC's economic development activities. Approval of this agreement authorizes the expenditure of those previously appropriated funds in accordance with the terms of the agreement.
The agreement establishes the services GYEDC will provide on behalf of the City, including:
• Business recruitment, retention, and expansion activities.
• Marketing the City to prospective businesses, developers, and site selectors.
• Coordinating site visits and assisting businesses considering locating or expanding in Yuma.
• Supporting existing employers through business retention visits and problem-solving efforts.
• Maintaining demographic, workforce, GIS, and economic development data.
• Coordinating with the Arizona Commerce Authority, educational institutions, utilities, workforce organizations, and regional partners.
• Administering and promoting Foreign Trade Zone No. 219.
• Identifying grants, incentives, and financing opportunities that support economic development.
• Partnering with City staff on business attraction, marketing, and foreign direct investment initiatives.
• Providing presentations, economic reports, and an annual report to the City Council.
The agreement also requires GYEDC to submit quarterly reports summarizing program accomplishments, measurable outcomes, business recruitment and retention activities, workforce development efforts, marketing initiatives, partnership activities, and grants or financing opportunities pursued in support of economic development.
The agreement establishes an initial three-year term, with the option for up to two additional one-year renewals, subject to annual City Council appropriation of funds. The City will provide $232,000 annually, distributed in four quarterly payments of $58,000, subject to GYEDC meeting all reporting and agreement requirements. The City may withhold payments if GYEDC fails to substantially perform the required services or comply with the agreement.
The agreement also includes the City's standard provisions related to insurance, indemnification, financial reporting, records retention, compliance with applicable laws, and termination.
