STRATEGIC OUTCOME:
This action supports the City Council’s strategic outcome of Safe and Prosperous and Respected and Responsible by integrating the existing Yuma Regional Communications System (YRCS) regional radio system with new statewide partners to support interoperability and mutual aid, as well as gain efficiencies through operating a shared system.
REPORT:
The YRCS has developed partnerships to implement interoperable communications and mutual aid among agencies operating in Yuma and La Paz counties, Arizona State agencies, federal agencies, tribal agencies, and neighboring California agencies since its inception in 2005. In 2007, the Arizona Department of Public Safety (DPS) joined YRCS as a partner via an IGA to jointly manage sites and systems to benefit both YRCS agencies and DPS. DPS was appropriated funds in Fiscal Year 2023 to complete the build out of its portion of the system which will provide coverage to the northern portion of the State. Many other counties and municipal agencies are joining DPS as coverage is developed in their areas.
Cochise County has operated a standalone regional radio system, and desires to have the same level of interoperability and mutual aid capabilities as YRCS and DPS. Cochise County has received grant funding to integrate its regional radio system with YRCS and DPS. The IGA to integrate Cochise County with YRCS and DPS establishes roles and responsibilities for the shared system and provides opportunities for future cost-sharing and joint procurement to reduce costs for all parties. The integration of Cochise County into the statewide radio system will not require any City funds.
