STRATEGIC OUTCOME:
This item supports the City Council’s strategic outcome of Safe and Prosperous by improving the capacity of the groundwater treatment system at the Agua Viva Water Treatment Facility.
REPORT:
Expansion of groundwater treatment capacity is needed at the Agua Viva Water Treatment Plant so the City can use all three on-site wells and strengthen supply reliability. The plant treats water by two principal methods: surface water from the adjacent canal and groundwater from on-site wells. The surface water plant is rated at 20 million gallons per day (MGD) using a membrane system. The groundwater treatment system (GWTS), installed in 2005 and now in operation for over 20 years, is currently sized at 6 MGD and consists of three multi-media horizontal pressure filters with associated backwash pumps and tank and chemical feed systems. Three wells, each rated at 3 MGD, can produce a combined 9 MGD, but only two wells are operable because the existing filters are near full treatment capacity.
Multi-year drought conditions across the Southwest and potential reductions in Colorado River surface water allocations have led cities throughout the state to diversify sources and optimize existing supplies. Because a third well is already available, staff recommends increasing filtration capacity so all three wells can be treated. Adding a fourth filter vessel of the same style as the three existing units will raise GWTS capacity from 6 MGD to 9 MGD and allow the plant to use the full well field without changing the established treatment process.
Using the original equipment manufacturer, Pureflow Filtration for the equipment, PM200 media, engineering support, and technical services is needed for the expansion. This procurement method is warranted to match the existing vessels, expand the current control scheme, and avoid compatibility risk with a 20-year-old system that continues to perform well. Using the OEM will ensure integration with current facilities, preserve established treatment performance standards, and provide the background and control architecture needed for a successful installation.
The Project is estimated to begin early January of 2027 and be completed by June 30, 2027.
