STRATEGIC OUTCOME:

This agreement supports a Safe and Prosperous community by funding opioid prevention and education programs. It advances the Connected and Engaged outcome through partnerships that expand community outreach and prevention efforts. It also supports the Respected and Responsible outcome by ensuring that opioid settlement funds are used as intended with appropriate accountability and oversight.

 

REPORT:

The City of Yuma has received funding through the national opioid litigation settlements to support programs that address opioid misuse and improve public health. During adoption of the Fiscal Year 2026-2027 budget, the City Council approved $100,000 in opioid settlement funding for the Yuma County Anti-Drug Coalition (YCADC). Approval of this agreement authorizes the expenditure of those previously appropriated funds in accordance with the terms of the agreement.

 

YCADC is a community-based nonprofit organization that coordinates substance misuse prevention efforts throughout Yuma County. The proposed Outside Agency Agreement provides funding for YCADC to deliver evidence-informed substance misuse prevention and opioid-related services that directly benefit City residents.

 

Through this agreement, YCADC will:

                     Implement evidence-informed substance misuse and opioid prevention programs.

                     Provide overdose prevention education and naloxone distribution consistent with applicable laws.

                     Conduct youth prevention programming and public awareness campaigns.

                     Coordinate prevention initiatives with public safety agencies, schools, healthcare providers, behavioral health organizations, and community partners.

                     Participate in City-sponsored community outreach events when requested.

                     Maintain separate financial records for City funds.

                     Submit quarterly financial and program reports, provide an annual summary of accomplishments, and present an annual report to the City Council.

 

The agreement establishes an initial three-year term beginning July 1, 2026, and ending June 30, 2029, with the option for up to two additional one-year renewals, subject to annual City Council appropriation of funds. Although the agreement establishes a multi-year framework, funding approved under this action is limited to Fiscal Year 2026-2027. Any future funding is subject to City Council approval through the annual budget process.

 

Funds will be distributed in four quarterly payments of $25,000, subject to YCADC meeting all reporting and agreement requirements. The City may withhold payments if YCADC fails to comply with the terms of the agreement or uses City funds for purposes inconsistent with opioid settlement requirements.

 

The agreement also includes the City's standard provisions related to insurance, indemnification, financial reporting, records retention, compliance with applicable laws, and termination.

FISCAL IMPACT STATEMENT:

Funding for this agreement was appropriated by the City Council as part of the Fiscal Year 2026-2027 adopted budget and will be paid from the City's opioid settlement.
