STRATEGIC OUTCOME:

The purchase of software, equipment, and implementation services for a regional public safety software system contributes to the City Council’s strategic outcome of Safe and Prosperous by increasing the efficiency and interoperability of regional public safety operations. The public safety software system supports the numerous workflows performed by regional public safety agencies to maintain public safety throughout the region.

 

REPORT:

The Yuma Regional Communications System (YRCS) was established in 2006, providing a single interoperable radio communications network for a variety of public safety agencies within the Yuma County area including law enforcement, fire, and emergency medical services, as well as various state and federal agencies.

 

In 2006, the YRCS consisted of only radio communications. Due to the success of this multi-jurisdictional system, Yuma public safety agencies expanded the scope of the intergovernmental agreement to include computer hardware and software systems comprised of computer aided dispatch, records management system, and jail management systems, collectively known as YRCS Public Safety Software System (YRCS PSSS).

 

The YRCS PSSS solution was purchased in June 2010 with a 10-year service maintenance agreement and implemented in January 2011. The City has subsequently amended the original agreement several times to invest in additional functionality and modify maintenance terms. The original product line is now towards the end of its product lifecycle and is being replaced with more feature-rich solutions.

 

 

The YRCS has received grant funding from Arizona Department of Emergency and Military Affairs agreement M23-007 to implement a modern public safety software system to increase the interoperability and efficiency of its member public safety agencies. The goals of the new public safety system include increasing the use of mobile device technologies, reducing repetitive data entry, and providing access to advanced analytic tools. The use of mobile devices will simplify many tasks and will enable agencies to replace more paper workflows with electronic ones. Police and fire agencies will have information readily available instead of tethered to a vehicle or back at the station. A new law enforcement records system will eliminate many instances of repetitive data entry, freeing officer time from unnecessary time spent working on administrative correspondence. The efficiencies of a new records system and mobile technologies will help support efforts by YRCS member agencies to fully utilize their current staff with priority tasks. Advanced analytics tools will also assist YRCS member agencies management to make informed decisions about how best to operate their agency and better serve the community. The new public safety software system will be a true information hub for the region and will achieve all the stated goals of the grant agreement for a public safety system.

FISCAL IMPACT STATEMENT:
