STRATEGIC OUTCOME:
This award supports the City Council’s Strategic Outcome of Safe and Prosperous by ensuring the reliability and quality of the City’s Wastewater Treatment and Collections Systems.
REPORT:
The City requires specialized heavy-duty equipment to properly maintain and clean sanitary sewer interceptor lines greater than 18 inches in diameter. These large diameter lines accumulate sediment, organics, and other materials that, if left unaddressed, can lead to reduced system capacity, operational issues, and elevated levels of dangerous hydrogen sulfide gases. Conventional sewer cleaning equipment is limited by the need for frequent offsite trips to refill with domestic water and dump debris, resulting in significant downtime and reduced productivity during extended cleaning operations.
To address these operational constraints, staff recommends the rental of a Kaiser AquaStar Water Recycler, a specialized combination sewer cleaning vehicle featuring a patented water recycling system. This equipment uses recycled sewer water as the primary source for high-pressure cleaning, enabling continuous onsite operation for several hours without the need for repeated domestic water refills or offsite dumping. The recycling capability substantially increases productivity, minimizes operational downtime, and provides an essential tool for effectively removing system sediment and organics while reducing hydrogen sulfide gases in the wastewater interceptor lines.
This equipment will be rented using a competition impracticable procurement due to its highly specialized design and capabilities, which are not readily available through competitive means that would meet the operational requirements. The rental is proposed for a six-month period beginning early September, allowing the department to deploy the unit for critical large-diameter sewer maintenance work throughout the term.
