STRATEGIC OUTCOME:
Immediate repair of the waterline break supported the City Council’s Safe and Prosperous strategic outcome by preventing further roadway collapse and protecting public safety. The quick action also reopened a major roadway, limiting disruptions to the community.
REPORT:
On April 2, 2025, Council approved RFQ-25-159 to Taylor Engineering, PCL Construction, KE&G Construction and DPE Construction for Job Order Contracting for Utility Infrastructure Services. The ratification is necessary due to an emergency expenditure in the amount of $281,460.25 due to a waterline break at the intersection of 23rd Street and Avenue B. The break involved a 6‑inch asbestos cement pipe which ruptured and released a large volume of water underground. The flooding washed out the soil beneath the pavement, creating unstable road conditions and posing immediate safety hazards for motorists and work crews.
Taylor Engineering was contacted and provided comprehensive support during the emergency response, including onsite assessment, implementation of traffic control, coordination of the dewatering strategy, and the repair of the 6‑inch waterline. The work also included placement of sand slurry and AB slurry, removal and replacement of damaged asphalt and concrete, striping, and the final cleanup and disposal of debris.

FISCAL IMPACT STATEMENT:
The Wastewater fund has sufficient budget authority available in the FY 2027 City Council approved budget to absorb this expense without impacting operations.
