SUMMARY RECOMMENDATION:
Summary Recommendation
Authorize award for the Valley Aquatic Center re-plaster and renovation, to the lowest responsive and responsible bidder in the amount of $304,769.30 to DWD Construction, Yuma, Arizona. (Facilities Management-RFB-26-016) (Justin Lewis/Robin R. Wilson)
end
STRATEGIC OUTCOME:
The re-plaster and renovation of Valley Aquatic Center will provide the community with a safe and functional competition and leisure pool, which aligns with the City Council’s strategic outcomes of Respected and Responsible and Active and Appealing.
REPORT:
The plaster on the leisure pool and competition pool is experiencing severe delamination. The surface has become rough and porous, making it difficult to maintain proper chemical composition. The re-plaster and renovation will enhance aesthetics, ensure proper maintenance of pool chemistry, improve usability, and provide citizens a safe space for recreational and competitive water activities.
Four responsive bids were received and evaluated from the following contractors:
DWD Construction $304,769.30
USA Construction, LLC $428,978.00
Artesian Pools and Spas $594,719.99
Conrad’s Inc. $637,554.76
Due to their high utilization of the facilities, this project will be partially funded in collaboration with The Yuma Union High School District.
The project is anticipated to begin November 24, 2025, and completed by February 16, 2026.
