STRATEGIC OUTCOME:
The Biosolids Removal and Disposal service provides an environmentally safe disposal method of the byproduct of the wastewater treatment process, which supports the strategic outcome of Safe and Prosperous.
REPORT:
The City operates two wastewater treatment facilities, Figueroa Avenue and Desert Dunes, that generate biosolids as a byproduct of the wastewater treatment process. Routine removal, transportation, and proper management of these materials are essential to maintain plant operations, comply with state and federal regulations, and avoid operational disruptions or environmental risks.
The Biosolids must be removed regularly to prevent operational disruptions, maintain treatment capacity, and avoid potential environmental or public health risks associated with accumulation at the treatment plants. Without a reliable management pathway, the City would face increasing pressure on limited storage, higher long-term disposal costs, and potential non-compliance with state and federal standards governing wastewater residuals.
Approval of this contract provides for the scheduled removal, transportation, and beneficial reuse of the City’s biosolids through land application on permitted agricultural sites in accordance with applicable Arizona Department of Environmental Quality and U.S. Environmental Protection Agency (EPA) requirements. This approach remedies the ongoing need for safe, continuous handling of biosolids back into the soil rather than consigning them to landfill disposal. Professional guidance from the EPA and agricultural extension research consistently identifies properly managed land application as the preferred method because it improves soil structure and water-holding capacity, and supplies nitrogen and phosphorus at agronomic rates. The result is a more sustainable and cost-effective residuals program that protects public health and the environment while supporting local agricultural productivity.
