STRATEGIC OUTCOME:

Providing access to pre-approved residential standard plans supports the City Council’s strategic outcomes of being Safe & Prosperous and Connected & Engaged by supporting safe and code-compliant residential development, expanding access to efficient housing development tools, and strengthening cooperation between local governments through shared resources and regional partnerships.

 

REPORT:

The State of Arizona enacted legislation requiring municipalities to make available a series of pre-approved residential standard plans to the public. The legislation is intended to streamline the residential development process, reduce barriers and costs associated with residential construction, and increase the availability of housing options. In response to this legislative requirement, the City of Yuma contracted with Thompson Design Architects PC to develop a series of pre-approved Residential Standard Plans, including plans for accessory dwelling units (ADUs), single-family, two-family, and three-family residential units.

 

The completed residential standard plans were developed to meet applicable State and local requirements and are intended to provide an efficient and cost-effective option for residential development and permitting. The Town of Wellton has expressed an interest in utilizing the residential standard plans developed by the City of Yuma for governmental purposes within the Town of Wellton.

 

The proposed Intergovernmental Agreement establishes the terms under which the Town of Wellton may utilize the plans for plan review, permitting, and construction within its jurisdiction. The agreement allows the Town of Wellton to benefit from the plans developed by the City of Yuma without requiring a separate plan development effort.

 

The original cost of developing the residential standard plans is being shared among participating jurisdictions based on population. Under the proposed agreement, the Town of Wellton will reimburse the City of Yuma $1,502.60, representing its population-based share of the total project cost.

 

Approval of the Intergovernmental Agreement will allow the Town of Wellton to utilize the completed residential standard plans while allowing the City of Yuma to recover Wellton’s proportionate share of the project cost. The agreement also promotes regional cooperation between the two communities by allowing jurisdictions to share resources and coordinate efforts in implementing tools intended to support residential development and housing availability.

 

The proposed agreement has a six-year term and establishes the rights and responsibilities of both jurisdictions related to the use of the plans. Approval will allow the Town of Wellton to make the plans available for use within its jurisdiction while supporting the legislative intent of streamlining residential development and increasing access to housing options.

FISCAL IMPACT STATEMENT:

The Town of Wellton will reimburse the City of Yuma $1,502.60, representing its population-based share of the cost to develop the residential standard plans. The City of Yuma has already incurred the costs associated with development of the plans; therefore, approval of this Intergovernmental Agreement does not result in any additional expenditure for the City. The reimbursement will provide a corresponding revenue to the City and offset a portion of the project cost previously incurred.
