SUMMARY RECOMMENDATION:

Summary Recommendation

Authorize seven Subrecipient Agreements for Fiscal Year 2026-2027, totaling $480,887 awarding Community Development Block Grant (CDBG) and HOME funding in accordance with the Annual Action Plan adopted by City Council on June 3, 2026. STRATEGIC OUTCOME:

The projects funded by these agreements support the City Council’s strategic outcome of Safe and Prosperous by providing resources that address the needs of the community, particularly low-income residents.

 

REPORT:

On June 3, 2026, City Council approved the Annual Action Plan that outlined the intended uses of Community Development Block Grant and HOME Investment Partnerships Program funds for Fiscal Year 2026. The Plan allocated funding to organizations and projects that further the objectives of the CDBG and HOME programs. These agreements will support the following activities:

 

Housing America Corporation - $90,500 (CDBG) Colorado Apartments ADA Improvements: Funding will be used to complete accessibility improvements at the Colorado Street Apartments by modifying two apartment units to meet ADA standards, improving safe and accessible housing for low-income households.

 

Southwest Fair Housing Council - $15,000 (CDBG) Fair Housing Program: Funding will support fair housing education, outreach, testing, and enforcement activities that promote equal housing opportunity and increase awareness of fair housing rights and responsibilities.

 

Crossroads Mission - $40,000 (CDBG) Nutritional Wellness Program: Funding will provide nutritious meals and healthy food items to individuals experiencing homelessness.

 

Achieve Human Services - $79,163 (CDBG) Homeless Outreach Program: Funding will support street outreach services that connect individuals experiencing homelessness with housing resources, identification assistance, and supportive services.

 

Onvida Health - $29,224 (CDBG) Mobile Equity Project: Funding will support mobile medical services that provide health assessments, preventative care, and referrals to underserved residents in the Mesa Heights Neighborhood Revitalization Strategy Area (NRSA).

 

Gila Vista Junior High School - $70,000 (CDBG) Industrial Arts Shop Restoration: Funding will rehabilitate the Industrial Arts Shop through improvements including replacement of windows, flooring, and the HVAC system, creating a safer and more functional learning environment for youth in the Mesa Heights NRSA.

 

Catholic Community Services - $157,000 (HOME) Tenant-Based Rental Assistance Program: Funding will provide tenant-based rental assistance to eligible low-income households to increase housing stability and prevent homelessness.

 

Approval of this motion authorizes the City Administrator to execute the attached subrecipient agreements totaling $480,887.
