STRATEGIC OUTCOME:
This General Plan amendment furthers the City Council’s strategic outcome of Safe and Prosperous by providing an adequate mixture and balance of land uses.
REPORT:
This is a Minor General Plan Amendment request by Dahl, Robins & Associates, Inc., on behalf of Vision Assets, LLC, to change the land use designation from Low Density Residential to Medium Density Residential for approximately 2.49 acres, for the property located at 2080 W. 27th Street, Yuma, AZ.
The existing Low Density Residential land use designation supports the following types of zoning: Suburban Ranch (SR-1), Residential Estate (RE-12, RE-18, RE-35), Low Density Single-Family Residential (R-1-5), Low Density Residential (R-1-6, R-1-8, R-1-12, R-1-20, R-1-40).
The proposed Medium Density Residential land use designation supports the following types of zoning: Medium Density Residential (R-2), Medium Density Single-Family Residential (R-2-5).
The applicant’s intent in changing the land use designation is to pursue a rezoning of the site to Medium Density Residential (R-2) to allow the development of multi-family residential lots with a duplex on each lot.
On December 8, 2025, the Planning and Zoning Commission voted to recommend APPROVAL (6-0), with one vacancy, of the General Plan amendment request to change the land use designation to Medium Density Residential.

QUESTIONS FOR STAFF
“John Mahon, Planning and Zoning Commissioner asked staff if the cul-de-sac coming off 20th street was sufficient.
“Andrew McGarvie, Development Engineering Manager replied yes, and that while the houses located at the north end may have fire department concerns, the City is aware of the issues and will work with the applicant to resolve them. McGarvie added that the end of the street will not be a true cul-de-sac but will be considered a hammerhead, as the city does not own the right-of-way on the east side of the property.
“Mahon asked if the hammerhead was to be maintained by the property owner.
“McGarvie replied just a portion of the hammerhead would be maintained by the property owner.
“Vice-Chairman Mahon then asked would the main road be dedicated to the city.
“McGarvie answered yes.
“Adrian Vega, Dahl, Robins & Associates, stated it will be a public cul-de-sac dedicated to the City of Yuma and it will meet the minimum 600 foot requirement.
“Mahon asked if there was a street light requirement for the cul-de-sac.
“McGarvie answered yes.
“Vice-Chairman Mahon then asked if that requirement was part of the development standard.
“McGarvie replied yes
