STRATEGIC OUTCOME:

Signing this agreement supports the City Council’s strategic outcome of Connected and Engaged by providing updated aerial imagery that improves the accuracy of the City’s Geographic Information System maps and related applications. These tools are used by City departments to support planning, public safety, infrastructure management, asset management, development review, and public-facing mapping services.

 

REPORT:

Yuma County previously partnered with government agencies in the region to share costs associated with the purchase of updated aerial imagery through the Yuma Region Imagery Acquisition Consortium Project. The project allows participating agencies to pool resources for the acquisition and use of updated oblique and orthogonal aerial imagery.

 

The City of Yuma participated in the 2022 project to obtain updated aerial imagery for use in City GIS maps and applications. The previous agreement provided the City access to the 2022 digital imagery library and related Pictometry software.

 

The updated 2026 Intergovernmental Agreement continues the City’s participation in the consortium. Under the agreement, Yuma County will provide each participating agency with a 3-terabyte external hard drive containing the 2025 digital imagery library and will identify each participating agency as an authorized user of the EagleView Explorer Web Viewer.

 

The City’s share of the updated imagery project is a one-time payment of $55,361 to Yuma County. The other participating agencies include the City of San Luis, City of Somerton, and Town of Wellton.

 

Updated imagery is needed to keep the City’s GIS data current as development, roadways, utilities, facilities, land use, and public assets continue to change throughout the community. The imagery supports daily operations across multiple departments, including Information Technology, Public Safety, Public Works, Utilities, Community Development, Engineering, Parks and Recreation, Code Enforcement, and Facilities.

 

Approval of the resolution and Intergovernmental Agreement will authorize the City to continue participation in the Yuma Region Imagery Acquisition Consortium Project and obtain access to the updated 2025 imagery library and EagleView tools and future years flyovers.
