Approve the City of Yuma Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) 2026-2030 Consolidated Plan, Annual Action Plan, and Neighborhood Revitalization Strategy Area (NRSA) Plan, updated Citizen Participation Plan and authorize the City Administrator to execute funding agreements and related documents with the U.S. Department of Housing and Urban Development (HUD). STRATEGIC OUTCOME:

The projects proposed for funding under the Consolidated Plan, Annual Action Plan, NRSA Plan and Citizen Participation Plan support the City Council’s strategic outcome of creating a Safe and Prosperous community by providing resources and services that address the needs of residents, particularly low-income households.

 

REPORT:

Staff is requesting City Council approval of the City of Yuma’s 2026-2030 Consolidated Plan, Annual Action Plan, NRSA Plan, and Citizen Participation Plan which are required under federal regulations for the administration of CDBG and HOME funds. As a recipient of these funds, the City must submit these plans to the U.S. Department of Housing and Urban Development. The purpose of the Consolidated Plan is to identify the City’s priority housing and community development needs over a five-year period, while the Annual Action Plan outlines the specific goals, objectives, activities, and funding allocations for Program Year 2026. The NRSA Plan supports targeted revitalization efforts within designated neighborhoods to address areas of greatest need.

 

Development of the Consolidated Plan, Annual Action Plan, and NRSA Plan was conducted in accordance with the City’s adopted Citizen Participation Plan, which ensures residents have multiple opportunities to provide input throughout the planning process. Public engagement activities included public hearings, community meetings, stakeholder consultations, and meetings with the CDBG Citizen Advisory Committee. Public notices were published in both the Yuma Sun and Bajo El Sol.

 

The CDBG Citizen Advisory Committee participated in the development of the Program Year 2026 CDBG funding recommendations by reviewing applications and receiving presentations from organizations requesting funding. The City of Yuma will receive $989,248 in Program Year 2026 CDBG funding, along with $495,257 in unprogrammed funds from prior years, for a total of $1,484,505 to support eligible community development activities benefiting residents of the City of Yuma.

 

The Yuma County HOME Consortium Board (YCHC) actively participated in the development of the Program Year 2026 HOME funding recommendations by reviewing submitted proposals and making funding recommendations for eligible housing activities. The YCHC will receive $667,363.82 in Program Year 2026 HOME funding, along with $18,269.34 in unprogrammed funds from prior years, for a total of $685,633.16 to support eligible housing activities throughout Yuma County. The City of Yuma serves as the lead entity for the YCHC and administers the HOME Program on behalf of the Consortium.
