STRATEGIC OUTCOME:
This project supports the City Council’s strategic outcome of Safe and Prosperous as the project involves installing approximately 1,329 feet of 8-inch Cured-in-Place Pipe (CIPP) within the existing Vitrified Clay Pipe (VCP) sewer main. This rehabilitation will enhance the reliability and safety of the sewer system, ensuring dependable sewer collection service to the neighborhood.
REPORT:
The existing VCP is severely cracked and requires rehabilitation. Installing CIPP will restore the line without open trenching, minimizing disruption to residents and local businesses. The contractor will also remove and replace three manholes as part of this project.
Three bids were received by the following general contractors:
Gutierrez Canales Engineering $892,888.70
Taylor Engineering $452,777.00
Yuma Valley Contractors Inc. $459,816.63
Construction is scheduled to begin on January 26, 2026, with an expected duration of 120 calendar days.

FISCAL IMPACT STATEMENT:
Sufficient budget capacity is provided in the FY 2026 City Council approved budget by transferring additional project budget authority from other Wastewater projects without impacting the Wastewater Operations or Capital Improvement Plan.
