STRATEGIC OUTCOME:

This award supports the City Council’s strategic outcome of Safe and Prosperous by ensuring the reliability and quality of the City’s water distribution system.

REPORT:

The City operates and maintains an extensive municipal water distribution system that includes more than 3,600 fire hydrants. These hydrants are essential infrastructure, providing firefighters with immediate, high-volume access to pressurized water for fire suppression, emergency response, and protection of life and property throughout the community. To keep these essential assets operating safely and reliably, the City must have consistent access to high quality, manufacture specific fire hydrants, including hydrant extensions and related components.

This contract delivers meaningful cost savings to the City by securing competitive pricing for an estimated multi-year volume of fire hydrants and accessories. The Utilities department manages a proactive hydrant maintenance program, but recurring needs for new installations, replacements, and repairs arise regularly due to vehicle impacts, age-related deterioration, system expansions, and new development.

Awarding to responsible responsive bidders allows the City to maintain a reliable and uninterrupted supply of fire hydrants and accessories, which reduces the risk of product shortages, delivery delays, or supply-chain issues that could impact the Utilities Department’s maintenance and repair schedules.

Five bids were received in response to the solicitation. Staff is recommending an award to the two lowest responsive and responsible bidders that provide the various fire hydrants on an as- needed basis.
