Approve and ratify the purchase and installation of various park amenities utilizing a cooperative purchase agreement from 1GPA from Altitude Recreation, Frederick, Colorado for the East Mesa Community Park for an estimated expense of $446,613.66. STRATEGIC OUTCOME:

This purchase supports the City Council’s strategic outcome of Active and Appealing for the completion of East Mesa Community Park, becoming a citywide recreational destination, offering new recreational opportunities and amenities like ramadas, picnic tables, and grills for residents and visitors. This purchase also supports the strategic outcome of Connected and Engaged and these amenities align with the community priorities, reflecting feedback from engagement for East Mesa Community Park and the City’s Parks, Arts, Recreation, and Trails (P.A.R.T.) Master Plan.

 

REPORT:

The City is nearing completion of Phase I of East Mesa Community Park, a major capital investment developed in response to the community’s continued growth and the increasing demand for parks, recreation facilities, and public gathering spaces. While the park is strategically located to address growth occurring in the eastern portion of the community, East Mesa Community Park is designed as a citywide destination that will serve residents and visitors from throughout Yuma.

 

The proposed purchases include six ramadas, 20 picnic tables, and eight grills. The ramada package consists of four 20-foot by 20-foot shelters, one 20-foot by 40-foot shelter, and one 36-foot by 40-foot shelter. The picnic table purchase includes 14 standard eight-foot tables and 6 extended tables designed to provide additional accessible seating configurations. The grill purchase includes 6 large cantilever group grills and 2 ADA pedestal grills.

 

Due to the manufacturing and delivery lead times associated with the ramadas and furnishings, the purchases needed to move forward in advance of formal City Council approval in order to maintain the project schedule and have the amenities available as close as possible to the planned opening of the park. Project correspondence identified the need to complete procurement in time for the park's anticipated fall opening, and the ramadas were identified as having an approximately 12-week lead time. Accordingly, staff is requesting that City Council ratify the purchases.

 

The addition of these amenities will provide shaded gathering areas, picnic opportunities, accessible seating, and outdoor cooking facilities and will help ensure East Mesa Community Park opens as a complete and functional recreational destination.
