STRATEGIC OUTCOME:

The City’s inmate work program supports the strategic outcome of creating an Active and Appealing community by utilizing minimum-security inmates to assist with the cleanliness and upkeep of streets, retention basins, pathways, and park facilities, contributing to a more attractive environment for residents and visitors. The program also promotes rehabilitation and community engagement by providing participants with structured work opportunities. Additionally, this cost-effective approach aligns with the City’s commitment to being Respected and Responsible stewards of public resources by delivering essential services at reduced labor costs through the partnership with ADOC, which ensures appropriate guidelines and safety protocols are followed.

 

REPORT:

In September 1989, the City Council approved the first five-year contract between the City of Yuma (City) and ADOC for a work program. Since then, the City has renewed and signed a new contract every five years, with inmate labor continuing under the previous contract terms until new ones were established. The inmates who participate are minimum security and have been convicted of non-violent offenses; no sex offenders or murderers are included in the program. These inmates are assigned manual tasks on City-owned right-of-way and properties, such as cleaning streets and maintaining retention basins, pathways, and park facilities.

 

According to the contract, ADOC is responsible for screening all participants based on their skills  and abilities. ADOC also provides training to City employees involved in supervising the work program. Additional responsibilities of ADOC include ensuring the safety of both inmates and public, transporting inmates to and from job sites, and supplying food and clothing for the inmates. Work is supervised directly by an ADOC correction officer and a City employee who has been approved and trained by ADOC.

 

Inmates earn $1.50 per hour for their labor. The City also reimburses ADOC for transportation costs at the state’s prevailing mileage rate for each vehicle used to transport inmates to and from worksites. Payment for transportation is provided via a separate check or warrant and is issued together with payment for inmate wages.
