Declaration of Surplus and Authorize Donation: Castle Dome Mine Museum
end
SUMMARY RECOMMENDATION:
Summary Recommendation
Authorize the donation of surplus building materials from the historic Hotel Del Sol to the Castle Dome Museum, an Arizona nonprofit corporation. (City Administration/Jay Simonton)
end
STRATEGIC OUTCOME:
Donating salvage materials to the Castle Dome Mine Museum ensures that part of Yuma’s history can be preserved, interpreted, and shared with future generations, supporting the City Council’s strategic outcome of Connected and Engaged.
REPORT:
Working directly with the State of Arizona Historic Preservation Office, the City of Yuma has prepared a detailed photographic history of the Hotel Del Sol to preserve a permanent historical record of the structure. The documentation has been submitted for inclusion in the Historic American Buildings Survey/Historic American Engineering Record collection maintained by the Library of Congress.
In addition, significant architectural features of the Hotel Del Sol, including the original fireplace, decorative medallions, neon sign, and corbels, will be preserved and incorporated into displays in the lobby of the new building. These features have been removed or otherwise protected in preparation for demolition of portions of the existing structure and redevelopment of the property, while preserving the existing north and east facades and promenades.
The Castle Dome Mine Museum preserves and interprets the history of one of Yuma County’s oldest mining districts through historic structures, artifacts, salvaged materials, and reconstructed period buildings. Donating suitable salvage materials to the Museum allows materials that would otherwise be discarded to be repurposed for historic preservation and interpretation. In this way, portions of the Hotel Del Sol that cannot practically be incorporated into the redevelopment may continue to serve an educational and historical purpose and help preserve and share the region’s history with residents and visitors.
Material collected during the two-day salvage operation will be donated to the Castle Dome Museum, an Arizona 501(c)(3) public benefit corporation, on the condition that the materials are used for museum, historic-preservation, or historical-interpretation purposes.
Yuma City Code §38-01 authorizes the donation of surplus City property to nonprofit charitable organizations, educational institutions, and other governmental agencies. A proposed donation of surplus property having an estimated value of more than $2,500 must be submitted to the City Council, by motion, for consideration. Because the estimated fair market value of the salvaged material may exceed $2,5000, staff requests that City Council authorize the donation of the materials to the Castle Dome Mine Museum as surplus property.
