STRATEGIC OUTCOME:
The re-plaster and renovation of the Valley Aquatic Center provides the community with a safe and functional competition and leisure pool, aligning with the City Council’s strategic outcomes of Respected and Responsible and Active and Appealing.
REPORT:
On September 17, 2025, Council approved the bid award in the amount of $304,769.30 to DWD Construction for the re-plaster and renovation of the Valley Aquatic Center. The project was necessary to address severe plaster delamination on the leisure and competition pools, which had become rough and porous, compromising pool chemistry and safety.
During construction, unforeseen site conditions required change orders in the total amount of $95,000.14. These included: installation of a metal top gutter on the north side of the competition pool; gutter repair and replacement throughout the competition pool; removal and replacement of the diving board; approximately 100 feet of tile work; new depth markers; and replacement of the sand filter serving both the competition pool and leisure pool. This exceeded the 10% change order limit that may be approved administratively, requiring City Council ratification.
A portion of the change order costs will be funded in collaboration with the Yuma Union High School District, contributing approximately $44,275.07 toward the total change order amount.
The project started on November 3, 2025, and reached final completion on April 8, 2026. Despite the expanded scope of work, the final total project cost of $399,769.44 remained under the $400,000.00 budgeted amount.

FISCAL IMPACT STATEMENT:
Sufficient budget capacity is provided in the FY 2026 City Council approved budget. The project will be funded with the City’s General Fund, with reimbursement from Yuma Union High School District of approximately $44,275.07.
