SUMMARY RECOMMENDATION: Summary Recommendation

Authorize the City Administrator to execute an Intergovernmental Agreement (IGA) with ADOT to receive Off System Bridge (OSB) funding, $150,408 of federal-aid funding, $9,092 of City funding, for a total amount of $159,500 for the scoping/ preliminary design of the 4E Bridge at the B Canal. STRATEGIC OUTCOME:

Utilizing OSB funding for the preliminary design of the 4E bridge meets the City Council’s strategic outcome of Respected and Responsible by utilizing the OSB program to help with administering and funding the improvement of the City’s existing infrastructure. The primary purpose of this project is the improvement of the efficiency, reliability, and safety of the traveling public.

 

REPORT:

The City of Yuma is utilizing the Arizona Department of Transportation’s (ADOT) OSB program to assist the City with funding and administering the 4E Bridge at the B Canal Preliminary Design project. The work proposed under this IGA consists of scoping services, 30 percent design plans, and estimates for improving the existing condition of the 4E bridge. The project includes but is not limited to scoping of the substructure, abutments, approaches, bridge rail and bridge deck. Preliminary design also includes the determination of environmental and right of way requirements. The project cost is estimated at $159,500, which includes federal aid and the City’s match.  In addition to the City’s $9,092 contribution to the project cost, any amounts over the estimated project cost must be paid by the City.

 

Final design and construction will be addressed in a separate agreement as applicable.

FISCAL IMPACT STATEMENT:

Approval of this preliminary design agreement will have a financial impact on the city of $ 9,092.00 If the bridge is not repaired the continued maintenance of this structure will have a significant financial impact on the City.
