SUMMARY RECOMMENDATION:
Summary Recommendation
Authorize a three-year renewal of SolarWinds Observability through CDW Government LLC, utilizing the State of Arizona cooperative contract, for an average annual expenditure of approximately $41,000.00 and a total expenditure not to exceed $145,000.00. STRATEGIC OUTCOME:
The SolarWinds Observability renewal supports the City Council's strategic outcome of Connected and Engaged by helping maintain reliable and responsive City technology services through centralized monitoring of the City's network, servers, applications, and related systems.
REPORT:
The Information Technology Department uses SolarWinds as a centralized platform to monitor the City's network, servers, applications, system configurations, and technology performance.
The software provides automated alerts, diagnostics, configuration visibility, and performance information. These functions help Information Technology staff identify potential issues, troubleshoot problems, and respond to service degradation before it causes an extended disruption. Continued licensing maintains operational visibility and supports system availability, performance management, cybersecurity operations, and efficient use of staff resources.
The renewal covers SolarWinds Observability Self-Hosted Advanced for Enterprise AE500 for up to 500 monitored nodes. The first annual subscription period will run from October 15, 2026, through October 14, 2027, followed by two additional annual subscription periods. Without renewal, the City would lose the centralized monitoring, alerting, diagnostics, and performance visibility currently used to support its technology services.
CDW Government LLC will provide renewal through State of Arizona cooperative contract. Cooperative purchasing uses pricing and terms established through a competitively awarded public contract.

FISCAL IMPACT STATEMENT:
Sufficient budget capacity is provided in the FY 2027 City Council approved budget to enter this purchase agreement. Multi-year renewal is programmed in the financial forecast, contingent on appropriations.
