SUMMARY RECOMMENDATION:

Summary Recommendation

Authorize an engineering design services contract for Capacity Increase for Avenue 9E Widening project utilizing the Professional Engineering Services On-Call contract at an expenditure of $147,922.00 to Nicklaus Engineering, Yuma, Arizona. (Engineering-RFQ-26-110) (David Wostenberg/Robin R. Wilson)

end

STRATEGIC OUTCOME:

This project supports the City Council’s Safe and Prosperous strategic outcomes by expanding roadway capacity from two lanes to four and adding 6-foot bike lanes, curb and gutter, sidewalks, storm drainage improvements, and upgraded safety measures at the railroad crossing. It also advances the Respected and Responsible strategic outcome by investing in essential infrastructure that enhances service to the community and ensures long-term reliability.

REPORT:

This design project was originally identified in the 2014 Master Transportation Plan. The current roadway and bridge have significantly deteriorated and now require major rehabilitation. Instead of performing isolated repairs, this project offers a comprehensive solution that addresses both structural deficiencies and long-term capacity needs. The planned improvements will enhance overall roadway performance, improve safety for all users, and incorporate multimodal features consistent with adopted transportation and land-use plans.

Design services are projected to start later in September and be completed by the end of May 2027.
