SUMMARY RECOMMENDATION:

Summary Recommendation

Amend Title 15, Chapter 154 of the Yuma City Code, to update the location requirements for commercial and industrial zoning districts. (Community Development/Community Planning) (Alyssa Linville)

end

STRATEGIC OUTCOME:

The proposed amendment advances the City Council’s Safe and Prosperous outcome by providing greater flexibility in commercial and industrial access while ensuring safe, functional, and connected transportation networks that support economic growth.

REPORT:

The proposed text amendment updates the location and access requirements for the City’s various commercial and industrial zoning districts. The current regulations generally require properties to have direct frontage or access to specific roadway classifications. While these requirements help ensure that commercial and industrial uses are served by appropriate transportation infrastructure, they can also limit development opportunities for appropriately zoned properties that have adequate access through frontage roads, internal circulation systems, shared access, or other approved transportation improvements.

The proposed amendment provides greater flexibility by allowing the City to evaluate the overall transportation network serving a property and whether it is capable of supporting the traffic associated with the intended commercial or industrial use. The amendment also adds definitions for various types of access and circulation to provide additional clarity and consistency in the application of these requirements.

Overall, the proposed amendment modernizes the existing regulations and better aligns the access requirements with current development patterns and the intended uses of each zoning district. The changes will help support new development and provide greater flexibility for appropriately zoned properties while maintaining the City's ability to ensure that adequate transportation access is available for commercial and industrial operations.

On September 14, 2026, the Planning and Zoning Commission voted to recommend APPROVAL (4-0) of the request by the City of Yuma for a Zoning Code Text Amendment to amend Title 15, Chapter 154, to update the location requirements for commercial and industrial zoning districts.
