Authorize a construction services contract for the Upgrade Pavement Markings Four Citywide Locations project to the lowest responsive and responsible bidder in the amount of $598,888.40 to HAWK Contracting LLC of Tempe, Arizona (Engineering-RFB-25-364) (David Wostenberg/Robin R. Wilson)

STRATEGIC OUTCOME:
This project aligns with the City Council’s strategic outcome of fostering a safe and prosperous community. Upgrading and replacing pavement markings at these four locations is intended to mitigate traffic incidents occurring within these segments and enhance overall safety in these areas.
REPORT:
This project serves as the City’s first Arizona Department of Transportation (ADOT) Certified Agency trial, enabling the City to administer grant-funded work directly. This approach is expected to reduce overall project costs by eliminating ADOT administration fees while maintaining full compliance with program requirements.
The project consists of upgrading the pavement markings with new thermoplastic paint and other related work on 32nd Street from Avenue D to Avenue C and from Avenue B to 4th Avenue, 16th Street from Avenue D to Pacific Avenue, and 3rd Street/Giss Parkway from Avenue B to Main Street.
The City applied for and was awarded a Highway Safety Improvement Program grant to fund this effort.
One bid was received from the following general contractor:
HAWK Contracting LLC $598,888.40
Approving this motion authorizes the contract with HAWK Contracting LLC. Construction of this project is anticipated to start by June 2026 and to be completed by July 2026.
