Summary Recommendation
Approve the proposed resolution repealing Resolution R2019-034 and adopting the City of Yuma Emergency Operations Plan 2026, dated 08/2026. The updated plan supersedes previously published editions and provides the City’s current framework for emergency preparedness, response, recovery, mitigation, continuity of government, and coordination with partner agencies. STRATEGIC OUTCOME:
This item supports the City Council’s strategic outcome of Safe and Prosperous by establishing a current, all-hazards framework to protect life and property, maintain essential government services, safeguard critical infrastructure, and support continuity of government during emergencies and disasters.
REPORT:
The City’s Emergency Operations Plan establishes the framework for how the City prepares for, responds to, recovers from, and mitigates emergencies and disasters that may affect the community. The 2026 update applies an all-hazards approach to natural, technological, and human-caused incidents and provides direction for coordination among elected officials, City leadership, departments, partner agencies, nongovernmental organizations, and private-sector stakeholders.
The 2026 update modernizes the City’s emergency management program by clarifying roles, responsibilities, and authorities; reinforcing the National Incident Management System and Incident Command System; adding position-based emergency management tools; and strengthening continuity planning.
The update also modernizes emergency communications and public information processes, including mass notification systems, social media, accessibility considerations, and multilingual messaging. Community-focused emergency care provisions address evacuation, shelter-in-place, reception and care, sheltering, human services, extreme heat, power outages, vulnerable populations, public health coordination, and community partner. The plan further strengthens health and medical readiness, mass casualty and medical surge coordination, behavioral health support, fatality management, disaster recovery, damage assessment, emergency procurement, resource management, and documentation for potential state and federal disaster assistance.
The plan reinforces continuity of government and continuity of operations through succession planning, delegation of authority, protection of vital records, alternate operating procedures, and department-level continuity requirements. Emergency management responsibilities are assigned to positions rather than individuals, supporting continuity during personnel changes or extended emergencies.
Operational readiness will be supported by the Yuma EOP Field Operations Guide (Exhibit B), which includes role-based action checklists, position guides, worksheets, forms, and Emergency Operations Center procedures. The plan provides for ongoing training, exercises, after-action reviews, annual review, and administrative amendments as needed to reflect organizational changes, lessons learned, emerging threats, and evolving best practices.
The proposed resolution repeals Resolution R2019-034, which adopted the 2018 Emergency Operations Plan, and adopts the 2026 plan as Exhibit A. The City of Yuma Emergency Operations Plan 2026 will be reviewed annually and administratively amended as necessary to reflect organizational changes, lessons learned, emerging threats, and evolving best practices.

FISCAL IMPACT STATEMENT:
Adoption of the 2026 Emergency Operations Plan does not authorize an expenditure or transfer of funds. Any future costs associated with training, exercises, plan maintenance, emergency operations, or implementation will be addressed through applicable approved budgets or presented to the City Council for consideration when required.
