Authorize the award of a professional services contract with WT Partnership of Austin, Texas for Partnership Development and Implementation Management Services for the Yuma Innovation District, in an amount not to exceed $270,000.00. STRATEGIC OUTCOME:

This action supports City Council’s strategic outcome of Connected and Engaged as the district is intended to support Downtown redevelopment, job creation, workforce development, and higher education partnerships.

 

REPORT:

The City issued a Request for Qualifications seeking qualified firms to provide partnership development, district implementation management, P3 structuring, tenant/anchor recruitment, and related advisory services to support implementation of the Yuma Innovation District. The City received responses from four firms. Following evaluation and ranking, City staff identified WT Partnership as the most qualified firm based on their demonstrated experience in the response.

 

Pursuant to the attached contract, the Consultant will build upon the City’s “Brownfields to Innovation District” site selection analysis as a baseline concept that guides the Consultant’s recommendations for planning and implementation of the Innovation District in the described area, just south of One City Plaza.

 

Consultant shall assist the City with Innovation District strategy, practical governance, and program management, including guidance, routine coordination and progress reporting with a written plan defining near-term priorities, longer term milestones, phasing, decision points and dependencies, together with available financing alternatives such as bonding, special districting, necessary entity formation and the advantages and disadvantages of each alternative for construction of improvements and infrastructure.

 

In addition to a written plan, Consultant shall be available to make at least two presentations to City Council upon City request.
