STRATEGIC OUTCOME:

Adopting the updated Strategic Plan supports the City Council’s commitment to being a Respected and Responsible organization by ensuring the plan is regularly reviewed and updated to reflect current organizational needs and priorities.

 

REPORT:

The City of Yuma’s Strategic Plan is a long-term roadmap that outlines the City’s vision and the steps required to achieve it. It defines key priorities, goals, and initiatives that guide policy decisions, resource allocation, and service delivery.

In 2020, the City Council recognized the need for a modern and actively managed Strategic Plan, as the City’s last strategic management document dated back to 2002. At the conclusion of that year’s retreat, the Council adopted a new Vision Statement, five Strategic Outcomes, and a set of priority initiatives for each outcome. Since then, the Council has met annually to review and update the plan—ensuring it remains a living document that reflects progress, responds to emerging challenges, and aligns with community needs.

On March 24–25, 2025, the City Council held its Annual Retreat to review the Strategic Plan and engage in strategic conversations about Yuma’s future. Councilmembers reaffirmed the Vision Statement and five Strategic Outcomes, updated the definition of Safe and Prosperous, and reviewed progress on existing initiatives. The retreat also provided an opportunity to identify new priorities and discuss funding considerations. Topics included water resources, economic development, infrastructure, parks and recreation, and public safety. The retreat concluded with consensus on which initiatives should be incorporated into the Strategic Plan for alignment with the Strategic Outcomes.

The Strategic Plan serves as a living guide for the City’s work and decision-making. Moving forward, the Council and staff will continue to use the plan to set priorities, align resources, and track progress toward the shared vision. The plan will be reviewed and updated each year, with new opportunities and challenges incorporated as they arise.
