Authorize the City Administrator to execute a construction services contract for East Mesa Community Park, Phase 1, to the lowest responsive and responsible bidder in the amount of $17,213,372.57 to Gutierrez Canales Engineering, Yuma, Arizona. STRATEGIC OUTCOME:
Providing premier services and amenities, such as parks and open spaces, supports the Yuma City Council’s strategic outcome of Active and Appealing.
REPORT:
East Mesa Community Park, Phase 1, will be located at Avenue 6E and 36th Street on approximately 20 acres that will feature a fishing lake and irrigation system supplied by reclaimed water from the Desert Dunes plant.
The park will also include a destination playground, picnic areas with ramadas, restrooms, turf areas, walking and jogging paths, a modest amphitheater and a parking lot. Additionally, the project entails the construction of the northern half of 36th Street.
The bid consisted of a base bid and 26 alternates. Based on the budget availability, City staff is recommending awarding the base bid and two alternates (poured-in-place safety surfacing and additional parking lot). Two general contractors submitted responses for the base bid and alternates as shown below:
DPE Construction, Inc. $20,054,983.97
Gutierrez Canales Engineering $17,213,372.57
Construction is expected to begin in winter of 2024 and conclude by spring 2026.

FISCAL IMPACT STATEMENT:
Sufficient budget authority is provided in the FY 2025 City Council approved budget, Capital Improvement Program and Projects Listing.
What is ARPA? The federal government signed the American Rescue Plan Act (ARPA) into law on March 11, 2021. The program provides support to local governments in responding to the economic and public health impacts of COVID-19 and to mitigate impacts on local communities. All expenditures must comply with U.S. Department of Treasury requirements. Recipients must obligate the funds by December 31, 2024, and spend them by December 31, 2026.
On April 6, 2022, City Council adopted Resolution R2022-012 that approved the City’s ARPA Project List, which outlines the City’s intended uses for the funds. This project was one of the originally adopted ARPA funded in the FY 2023 City Council approved budget.
