SUMMARY RECOMMENDATION:

Summary Recommendation

Amend Title 15, Chapter 154 of the Yuma City Code to allow the adaptive reuse of commercial properties in the Infill Overlay District and to identify the development density within the Planned Unit Development overlay district. (Community Development/Community Planning) (Alyssa Linville)

end

STRATEGIC OUTCOME:

The proposed amendment advances the City Council’s strategic outcome of Unique & Creative by providing greater flexibility in residential development within the Infill and Planned Unit Development overlay districts.

REPORT:

The purpose of the text amendment is to allow and promote the adaptive reuse of commercial sites in the General Commercial (B-2) zoning district for those properties within the Infill Overlay district. The amendment identifies mixed use development allowed by right as an Accessory Use and provides development standards similar to other High Density Residential projects for Open Space and Parking in the B-2 zoning district.

Multi-family dwellings could be in the same building or separate buildings with the residential component no more than 25% of the gross floor area of the commercial use. For mixed use buildings with ground floor retail and residential floors above, the Zoning Administrator would have the authority to consider an increase in the gross floor area for multi-family residential to 70%. This flexibility would allow shopkeeper units or projects with up to three floors of mixed commercial and residential development.

The text amendment also addresses a missing component of the Planned Unit Development (PUD) overlay district by identifying the residential density for non-residential zoning districts under the PUD overlay.

On September 14, 2026, the Planning and Zoning Commission voted to recommend APPROVAL (4-0) of the request by the City of Yuma for a Zoning Code Text Amendment to amend Title 15, Chapter 154, to allow the adaptive reuse of commercial properties in the Infill Overlay District and to identify the development density within the Planned Unit Development overlay district.
