SUMMARY RECOMMENDATION:

STRATEGIC OUTCOME:

This item supports the City Council’s strategic outcome of Respected and Responsible by rejecting the bids, which are non-responsive to serve the community.

REPORT:

Yuma City Code §36-36 provides that all bids or proposals may be rejected in whole or in part, as specified in the solicitation, only if the City Council determines that the action is taken in the best interests of the City.

The City received three bids in response to RFB-27-090. The solicitation required delivery within 35 days after receipt of order (ARO). The bids and stated delivery times were as follows:

-                     Phillips Forest Products           $80,342.80     120 days ARO

-                     Southwest Lumber                   $105,885.88    56 days ARO

-                     Aluforce                                    $120,754.24   120 days ARO

All three bids exceeded the required 35-day ARO and are therefore non-responsive. The bollards must be installed before the park can open, so this delay would postpone opening day.

Approval of this motion will reject the three bids received. The bollards will be purchased and installed under the City’s existing fencing service contract to meet the park opening schedule.
