SUMMARY RECOMMENDATION:
Summary Recommendation
Authorize a construction services contract for the Jackrabbit Mesa Sewer Lift Station project to the lowest responsive and responsible bidder in the amount of $1,311,837.99 to Kay Constructors LLC, Goodyear, Arizona. (Engineering-RFB-26-321) (David Wostenberg/Robin R. Wilson).

STRATEGIC OUTCOME:
This item supports the City Council’s strategic outcome of Respected and Responsible as well as Safe and Prosperous. The construction of the Jackrabbit Mesa Water Pollution Control Facility (WPCF) Sewer Lift Station project will improve the operations of the City’s sewer infrastructure, particularly the pressure system, while also increasing the capacity of the overall system in this area.
REPORT:
The project involves decommissioning the existing sewer lift station and abandoning the current headworks in place, followed by the construction of a new sewer lift station, sewer force main, associated manholes, and gravity sewer line to enhance the capacity and operational efficiency of the existing system.
Approving this motion authorizes the City Administrator to execute the contract described with Kay Constructors.
Four bids were received from the following general contractors:
DPE Construction Inc $1,686,580.00
Gutierrez Canales Engineering $1,430,626.41
Kay Constructors LLC $1,311,837.99
Taylor Engineering PLLC $1,955,190.02
Construction of this project is anticipated to start by November 2026 and to be completed by March 2027.
