end
SUMMARY RECOMMENDATION:
Summary Recommendation
Ratify and approve the Job Order Contract (JOC) for the emergency repair work at the 16th Street Yuma Mesa Conduit Vault Emergency Repair project in the amount of $177,413.46 to DPE Construction Inc., Yuma, Arizona. (Engineering RFQ-25-159) (David Wostenberg/Robin R. Wilson)
end
STRATEGIC OUTCOME:
Immediate repair of the valve break supports City Council’s Safe and Prosperous strategic outcome by preventing further damage to the water infrastructure serving the 16th Street stormwater lift station.
REPORT:
On June 1, 2026, Bureau of Reclamation staff discovered a leak at the Yuma Mesa Conduit Vault on 16th Street. Personnel immediately closed the valve to isolate the system and limit further damage. The City then contacted DPE Construction to arrange a site evaluation with the Bureau of Reclamation on June 10, 2026. That inspection confirmed that an emergency repair is required to restore reliable operation of the valve and protect public infrastructure.
The proposed action authorizes DPE Construction to complete the emergency repair under the existing Job Order Contract. Necessary replacement parts are being fabricated by DPE, with an estimated lead time of four to six weeks. Once the parts are delivered, DPE will replace the broken valves inside the vault in early November 2026. The work is expected to take approximately one week.
This repair will restore the vault to safe operating condition, ensure the lift station can operate properly during rainfall events or when water is discharged into the nearby basins, reduce the risk of a more extensive failure, and return the 16th Street Yuma Mesa Conduit system to reliable service with limited disruption.
The unforeseen emergency requires a ratification in the amount of $177,413.46, for the work provided by DPE Construction.
