SUMMARY RECOMMENDATION: Summary Recommendation

Authorize the purchase and installation of a G2 Fire Station Alerting System utilizing the cooperative purchase agreement orginated by NPPgov at a cost of $718,637.45 to: US Digital Designs, Inc., Tempe, Arizona. (Fire Department CPA-24-280) (Dusty Fields/ Robin R. Wilson)

STRATEGIC OUTCOME:

This action supports the City Council’s strategic outcome of Safe and Prosperous by providing the needed resources to first responders to best serve the community.

 

REPORT:

The system is replacing the aging Fire Station Alerting System (FSAS) with a National Fire Protection Association (NFPA) compliant digital voice over internet protocol system. The new system is capable of expansion as service needs grow. The current system in use is beyond the service life, is no longer supported by the manufacturer, and cannot be expanded to accommodate future Fire Stations.

The FSAS provides a direct communications link from the 911 Dispatch Center to the individual Fire Stations to provide pre-alerts and digital information about emergency calls for service to responders. The FSAS provides critical, time-sensitive dispatch information for first responders. This project will provide the necessary infrastructure, equipment, and software to service the 911 Dispatch Center and all current fire stations. In addition, the system will reduce call processing time and allow for expansion into future fire stations as needed.

FISCAL IMPACT STATEMENT:

Sufficient budget authority is provided in the City Council approved FY2024 Budget and Capital Improvement Plan (CIP); which will be carried forward to FY2025 to complete the multi-year project.

 

On April 6, 2022, City Council adopted Resolution R2022-012 that approved the City’s ARPA Project List, which outlines the City’s intended uses for the funds. This project was one of the originally adopted ARPA funded projects in the FY 2023 City Council approved budget. The requested action is partially funded through ARPA.

What is ARPA? The federal government signed the American Rescue Plan Act (ARPA) into law on March 11, 2021. The program provides support to local governments in responding to the economic and public health impacts of COVID-19 and to mitigate impacts on local communities. All expenditures must comply with U.S. Department of Treasury requirements. Recipients must obligate the funds by December 31, 2024, and spend them by December 31, 2026.
