Summary Recommendation
Approve a five-year lease agreement through OMNIA Partners cooperative purchasing agreement with Textron for 90 2027 E-Z-GO RXV ELiTE lithium-powered golf carts and one 2027 Cushman Refresher Oasis beverage cart, including the trade-in of 75 existing Yamaha golf carts, at monthly payments of $11,573.52 for 60 months, subject to final agreement terms and required signatures. STRATEGIC OUTCOME:
This item supports the City Council's strategic outcomes of Respected and Responsible and Active and Appealing. Leasing the replacement golf cart fleet modernizes an essential recreational asset without a significant upfront capital expenditure while reducing maintenance costs and improving reliability and the customer experience. This financially responsible investment supports the long-term sustainability of Desert Hills Golf Course and enhances a valued public amenity for residents and visitors.
REPORT:
The existing golf cart fleet at Desert Hills Golf Course has reached the end of its useful service life. Increasing maintenance costs, declining reliability, and reduced customer satisfaction have made fleet replacement necessary to maintain efficient course operations and a high-quality golf experience.
The OMNIA Partners cooperative purchasing agreement, which provides competitively solicited pricing, was utilized to obtain a proposal from Textron. The proposal includes 90 2027 E-Z-GO RXV ELiTE lithium-powered golf carts, one new Cushman Refresher Oasis beverage cart, and the trade-in of 75 existing Yamaha golf carts currently used at the golf course. The proposed lithium batteries are maintenance-free and include a five-year warranty.
The proposed lease requires monthly payments of $11,573.52 over a 60-month term. The existing fleet will receive a trade-in credit totaling $112,500.00 subject to the 75 carts being operational at the time of trade-in.
Leasing the fleet avoids an estimated one-time capital expenditure of approximately $747,416.00. The lease agreement also allows the City to maintain a modern fleet equipped with current technology, improved reliability, and reduced maintenance costs associated with aging vehicles, and enhances the customer experience at Desert Hills Golf Course.
The proposal expands the fleet by eight golf carts. The additional carts will support continued growth in play at the Arroyo Dunes Par 3 Golf Course and increase cart availability for patrons requiring accommodations under the Americans with Disabilities Act, providing a more accessible and inclusive golfing experience.
The proposed E-Z-GO RXV ELiTE fleet uses Samsung ELiTE lithium battery technology, which requires virtually no routine battery maintenance, provides improved energy efficiency, and includes a five-year battery warranty. The proposal also includes windshields, sand bottles, custom City branding, and chargers.
Approval of this motion will provide Desert Hills Golf Course with reliable, modern equipment while reducing maintenance downtime, improving operational efficiency, and supporting a high-quality recreational experience for residents and visitors.

FISCAL IMPACT STATEMENT:
Sufficient budget authority is provided in the FY 2027 City Council approved budget to enter this lease. Lease payments will be programed into budgets through the term of the lease contingent on appropriations.
