SUMMARY RECOMMENDATION:
Summary Recommendation
Authorize the award of a construction services contract to the lowest responsive and responsible bidder to JSA Company, Yuma, Arizona for Shaw Field Irrigation Improvements in the amount of $342,265.09. (Engineering-RFB-26-333) (David Wostenberg/Robin R. Wilson)
end
STRATEGIC OUTCOME:
The project supports the City Council’s strategic outcome of Active and Appealing by enhancing the quality, appearance, and playability of Shaw Field through improved irrigation methods and healthier turf for recreational programming. It also aligns with the Respected and Responsible strategic outcome by demonstrating responsible stewardship of public assets. By investing in permanent infrastructure on land donated by Shaw Industries, the project increases water efficiency and provides reliable irrigation essential for maintaining safe, high-quality athletic fields for long-term community use.
REPORT:
The Shaw Field Irrigation Improvements is part of the City’s continued investment in enhancing existing park and athletic facilities. The project will replace the current flood irrigation system with a modern, pressurized irrigation system designed to support multi-use athletic fields.
For many years, Shaw Field has used a flood irrigation method that, while suitable for agricultural use, lacks the consistency required to establish and maintain high-quality athletic turf. As a result, this inconsistency leads to uneven turf growth, surface irregularities, and increased maintenance needs, all of which do not meet the standards expected for recreational and competitive sports.
Following Shaw Industries’ donation of the property to the City, the site is now positioned for long-term capital investment. The installation of a conventional pressurized irrigation system represents an essential initial phase in developing Shaw Field into a sustainable, high-quality athletic complex that will support year-round recreational programs and address the community’s long-term requirements.
