Summary Recommendation

Authorize the execution of a job order contract (JOC) for Smucker Park Irrigation Improvements Phase I under the Utilities Job Order Contract, in the amount of $195,059.48 to DPE Construction Inc. Yuma, Arizona. (Engineering RFQ-25-159) (David Wostenberg/Robin Wilson)

STRATEGIC OUTCOME:

This project advances the Respected and Responsible strategic outcome by restoring reliable irrigation infrastructure, reducing reliance on potable water for park irrigation, controlling operating costs, and protecting long-term community park assets.

 

REPORT:

The existing canal-fed water storage tank at Smucker Park, constructed in the 1960’s, has deteriorated beyond repair and can no longer support the irrigation system. The Parks Department currently relies on potable water from the City’s water distribution system as a secondary irrigation source, resulting in increased operating costs.

 

This project includes the installation of a 25,000-gallon corrugated steel storage tank on a reinforced concrete foundation. The scope includes fill, overflow, and drain piping; connections to the existing irrigation foundation infrastructure; and removal and disposal of the deteriorated tank.

 

The proposed job order will be issued to DPE Construction Inc., under Utilities Job Order Contract. Construction is anticipated to begin on September 21, 2026. Approval will allow the improvements to proceed while the contractor is mobilized at Smucker Park for detention basin work, reducing additional mobilization impacts and helping control overall project costs.

 

The project is expected to be completed before winter of this year.
