Summary Recommendation
Approve an Intergovernmental Agreement (IGA) with Yuma County to assist with the coordination and administration of City elections. (Administration/City Clerk) (Janet L. Pierson)

STRATEGIC OUTCOME:
Approval of this IGA aligns with City Council’s Respected and Responsible strategic outcome as it provides for election assistance through Yuma County Election Services and the Yuma County Recorder for the administration of City elections in accordance with Arizona Revised Statutes.
REPORT:
Pursuant to Arizona Revised Statutes (A.R.S.) §16-172, the City may enter into an agreement with the Yuma County Recorder in order to utilize the County voter registration rolls to conduct City elections. In addition, the City must also enter into an agreement with Yuma County Election Services, pursuant to A.R.S. §16-205, in order to participate in consolidated elections. Consolidated elections allow the City and County to coordinate the administration of the election, coordinate the purchase of election supplies, and for the City to utilize the County’s voting and tabulation equipment. The previous five-year IGA with Yuma County for election services was approved by the City Council in 2023 and was set to expire December 31, 2027.
The proposed five-year IGA outlines specific duties and responsibilities of the City, the Yuma County Election Services division and the Yuma County Recorder. The IGA also states that the City will reimburse Yuma County Election Services division and the Yuma County Recorder for itemized election charges for actual costs incurred for the election.
City and County staff have negotiated the proposed agreement, and the attorneys for both entities have approved the IGA as to form. The IGA must be approved by both the Yuma City Council and the Yuma County Board of Supervisors at least 60 days prior to the next election.
