STRATEGIC OUTCOME:
The purchase of equipment and implementation services to facilitate the implementation of a regional public safety software system contributes to the City Council’s strategic outcome of Safe and Prosperous by increasing the efficiency and interoperability of regional public safety operations. The public safety software system supports the numerous workflows performed by regional public safety agencies to maintain public safety throughout the region.
REPORT:
The Yuma Regional Communications System (YRCS) has received grant funding from Arizona Department of Emergency and Military Affairs agreement M23-007 to implement a modern public safety software system to increase the interoperability and efficiency of YRCS member public safety agencies. The regional public safety software system includes public safety agencies from the City of Yuma, Yuma County Sheriff’s Office, City of San Luis, City of Somerton, Town of Wellton, Cocopah Tribal Police, and Quechan Tribal Police. The goals of the new public safety system include increasing the use of mobile device technologies, reducing repetitive data entry, and providing access to advanced analytic tools. The public safety system is a comprehensive data platform for public agencies that requires implementing many related components to form a complete solution.
YRCS law enforcement agencies are implementing or expanding the use of mobile technologies to increase the efficiency of patrol field operations. Many paper processes will become electronic or hybrid workflows to reduce data entry errors and to reduce time spent on low priority calls for service, enabling agencies to reallocate their personnel to other priorities. Specialized equipment, supplies, and technical services are needed to implement these new workflows, totaling $148,749.20. All costs for this equipment and services are through State grant funds.

FISCAL IMPACT STATEMENT:
Sufficient budget capacity is provided in the FY 2025 City Council approved budget for this purchase. This is grant funded and has no impact on the City’s general fund.
