STRATEGIC OUTCOME:
This project directly supports the City Council’s strategic outcomes of Safe and Prosperous and Active and Appealing by enhancing roadway safety, improving access, and revitalizing neighborhood infrastructure. By replacing deteriorated pavement, the project reduces hazards for motorists, cyclists, and pedestrians alike, ensuring safer daily commutes and emergency response access. Additionally, the improved road conditions increase neighborhood appeal, support local property values, and encourage community mobility, contributing to a vibrant, economically resilient environment.
REPORT:
The Edenwood Subdivision pavement was identified for rehabilitation by the City’s pavement management system due to receiving a poor Pavement Condition Index rating. Existing pavement conditions reveal significant distress, warranting either full reconstruction or comprehensive rehabilitation efforts.
The proposed pavement rehabilitation project will reconstruct the existing pavement section to current City standards for this street segment’s classification and will include improvements to sidewalk ramps and sanitary sewer and water facilities as shown on the design plans.
Bids were received from the following three general contractors:
DPE Construction, Inc. $2,073,500.00
Gutierrez Canales Engineering $2,194,889.40
Merrill Development, Inc. $2,882,773.50
The project is scheduled to begin in the late spring and be completed within 120 days.

FISCAL IMPACT STATEMENT:
Sufficient budget capacity is provided in the FY 2026 City Council approved budget and Capital Improvement Plan (CIP). FY 2026 Recommended budget and CIP programmed adequate carry forward capacity to award this bid. Any transfer would be from other projects that will not impact project schedules or operations.
