STRATEGIC OUTCOME:
The Multi-modal Transportation Center (MMTC) at the Hotel del Sol advances the City’s strategic outcome of Active and Appealing by creating a public space that enhances mobility options for residents, visitors, and commuters. The project strengthens community connectivity by integrating transit, pedestrian, and bicycle networks into a single, efficient hub, improving movement throughout the City. The MMTC also meets the Connected and Engaged strategic outcome by providing accessible, well-designed amenities that encourage public use, strengthen neighborhood ties, and enhance the overall quality of the urban environment.
REPORT:
The City is developing the Multi-modal Transportation Center at the historic Hotel del Sol using funding awarded through a federal RAISE Grant and the Arizona SMART Fund. The project will preserve key historic features of the building while creating a modern transit facility that supports improved transportation access for the community. Work includes establishing office space for Yuma County Intergovernmental Public Transportation Authority, constructing upgrades along Third Street to accommodate bus and rideshare pickup and drop-off areas, and installing secure bicycle storage to support multimodal travel.
The purpose of this project is to enhance mobility, revitalize a historic site, and strengthen connections between transit services, active transportation, and surrounding neighborhoods. In addition to transportation improvements, the project also creates an opportunity for a private developer to complete the remaining portions of the structure, including the unfinished areas of the first, second, and third floors, and the rooftop level.
Construction is anticipated to start in September 2026 and will require approximately 18 months to complete. Work will include building restoration, site improvements, transit access features, and supporting infrastructure.

FISCAL IMPACT STATEMENT:
Sufficient budget capacity is provided in the FY 2026 City Council budget and Capital Improvement Program with the use of CIP Contingency for budgeting only.
This project is programmed in the FY 2027 proposed budget and CIP at the full guaranteed maximum price and replenishing contingency, pending City Council approval.
