STRATEGIC OUTCOME:

Conducting an aquatics feasibility study, which was outlined in the Parks, Arts, Recreation, and Trails Master Plan and shaped by community feedback, supports City Council’s strategic outcome of Connected and Engaged. This approach encourages ongoing communication and active public participation in decisions about Parks and Recreation. Additionally, this study supports the aim of being Respected and Responsible by thoroughly assessing whether building a new aquatics facility is feasible before formal planning begins.

 

REPORT:

The City is initiating an aquatics feasibility study as identified in the Parks, Arts, Recreation and Trails (P.A.R.T.) Master Plan, which was adopted by the City Council in 2024. The Master Plan established a long-term vision and prioritized projects based on extensive community input, including a demonstrated demand for expanded aquatic amenities. As a result, the feasibility study was identified as a near-term priority within the City’s Capital Improvement Plan. This effort represents an important step in evaluating how best to meet current and future community needs for aquatic programming, recreation, and competitive use while ensuring responsible and informed decision-making prior to potentially advancing into formal facility planning.

 

The City has engaged Berry, Dunn, McNeil & Parker, LLC to conduct the study, which will be completed in two phases over approximately 12 months. Phase 1 will focus on needs, demand, and site assessment, including a comprehensive review of existing data, evaluation of current aquatic facilities and regional market conditions, and analysis of national and regional trends. The consultant team will implement a comprehensive community and stakeholder engagement strategy, including public workshops, focus groups, surveys, and an online engagement platform, to gather input on desired amenities and programming.

 

In addition, the team will evaluate potential sites and conduct an existing conditions assessment of Kennedy Pool to determine its overall viability and provide recommendations regarding the future of Kennedy Pool.  Phase 2 will build upon these findings through development of conceptual facility options, operational and financial analyses, and a five-year pro forma evaluating capital and operating costs, revenues, and funding strategies. The study will also include economic impact analysis, conceptual design scenarios, and ultimately a final report with recommendations and implementation strategies to guide future City Council considerations.

FISCAL IMPACT STATEMENT:

Sufficient budget capacity is provided in the FY 2026 City Council approved budget to engage this study.  To accommodate the 12-month study, budget capacity is programmed in the FY 2027 proposed budget, contingent on City Council adoption.
