SUMMARY RECOMMENDATION:

Summary Recommendation

Authorize the award of a one-year cleanup, boarding and securing building services contract with the option to renew for four additional one-year periods, one year at a time, at an estimated annual expenditure of $35,000.00, depending on the appropriation of funds and satisfactory performance, to Yuma Valley Contractors, Yuma, Arizona. STRATEGIC OUTCOME:

The cleanup, boarding and securing of buildings will enhance public safety and improve the visual appeal of vacant or unsafe structures, aligning with the City Council strategic outcome of Safe and Prosperous and Active and Appealing by maintaining clean, secure and visually improved community spaces and neighborhoods.

 

REPORT:

This contract will support the City’s ongoing need for cleanup, boarding, and securing of vacant or unsafe buildings. These services are critical for protecting public safety, preventing unauthorized access, and preserving neighborhood integrity. In accordance with the City’s adopted 2024 International Property Maintenance Code and International Building Code, the City is authorized to intervene when property owners fail to maintain structures in a safe and secure condition.

 

When such interventions are necessary, the City performs the required work and may place a lien on the property to recover associated costs. This ensures compliance with local codes while safeguarding the community from health and safety hazards.

 

A scenario project was created to obtain hourly rates and percentage off for materials to facilitate expenditures. Three responsive bids were received and evaluated from the following contractors:

Approval of this contract will enable the City to respond promptly and effectively to code violations and emergency situations, supporting safe, clean, and well-maintained neighborhoods.
