SUMMARY RECOMMENDATION:

Summary Recommendation

Authorize the award for the construction services for the Riley Avenue and 18th Street Sidewalk and Streets Infrastructure Improvements project to the lowest responsive and responsible bidder in the amount of $130,583.29 to IOI Construction Corporation, Chandler, Arizona. STRATEGIC OUTCOME:

This project aligns with the City Council’s strategic outcome of Safe and Prosperous. The construction of the sidewalks and streets at Riley Avenue and 18th Street will enhance neighborhood safety and support long-term prosperity by providing a secure and dependable roadway for years to come.

 

REPORT:

The scope of work of this project consists of pavement replacement, curb and gutter, sidewalk, sidewalk ramps and driveway entrances with curb returns along Riley Avenue and 18th Street. The project also includes the addition of street light assemblies and steel tube fencing.

 

Two bids were received by the following general contractors:

 

    IOI Construction Corporation         $130,583.29              

    Gutierrez Canales Engineering          $134,828.72

 

The anticipated start date for this project is November 17, 2025. 

 

Vistara, the developer, is responsible and has agreed to pay all costs in excess of $130,000.00.  The City’s portion is funded through the Community Development Block Grant.
