The City Council Retreat provides an opportunity for the Mayor and City Council, along with City  
leadership and staff, to receive updates on current projects and key topics, review the City’s  
Strategic Plan, and identify and discuss goals and priorities.  
Due to time constraints, not all topics may be addressed. No formal action will be taken, and the  
session will not be recorded. Items requiring further discussion or action may be scheduled for a  
future City Council meeting.  
Breaks will be taken as needed. Lunch will be provided around noon.  
9:00 AM - COUNCIL TOUR OF SAN LUIS PORT OF ENTRY (informational tour; no  
discussion or action to be taken by the Council)  
CALL TO ORDER  
10:30 AM - 2026 CITY COUNCIL RETREAT DISCUSSION TOPICS:  
I. WELCOMING COMMENTS AND RETREAT OVERVIEW  
Welcoming remarks by Mayor Nicholls, Acting City Administrator Jay Simonton, and  
facilitator Nicole Lance, followed by participant check-in, and overview of the schedule.  
II. PRESENTATIONS, UPDATES AND COUNCIL ITEMS OF INTEREST  
Staff will provide presentations, updates, and facilitate discussion on a variety of topics, which  
may include:  
• Economic Development  
• Annexation  
• Public Safety  
• Parks Master Plan  
• Annual Expenditure Limit  
• Heat Readiness & Preparedness  
• Work Sessions Scheduling/Format  
• Additional Council-identified topics and emerging priorities  
III. STRATEGIC PLAN REVIEW  
Review, discussion, and potential refinement of the City’s Strategic Plan, including progress,  
priorities, and future direction.  
IV. DAY ONE CLOSING COMMENTS
